CourtCare is a research study examining wellbeing and court practices among children under the Permanent Managing Conservatorship (PMC) of the state in Texas. Our goal is to learn how new models of judicial practice currently operating in Dallas and Harris counties might impact the permanency and wellbeing of children and youth, with a special focus on children and youth with disabilities.

What is Permanent Managing Conservatorship (PMC)?

Youth in foster care are transferred to PMC status when a judge identifies that it is no longer safe for the child to return to their original home. Thus, the child comes under the care of the state. Youth under PMC status are usually in longer-term foster care, which can last between several months to multiple years.
